yes it is a download limitation with a limit of 100 kb/sec it is because of the 2 tera byte cloud storage some  times it goes to 5 tera bytes storages with unlimited download speed  because some of the user upgrade the account

if you want unlimited download speed you have to pay for it and upgrade to 5 terabytes of storage
to upgrade you have to click on the golden button next to the user name it will open a page where it propose you the upgrade (use the google translate plug in ) you can pay for a season a year or a month

a month cost 30 yuen=3 € for 5tb with unlimited download
