enhanced cloudscapes looks to be the only viable option even now in 2022 for free volumetric clouds
rest all are paid
enhanced skyscapes is good but i feel it looks cartoonish
skymaxx v5 looks amazing and also does xenviro and ultra weather xp but all these are payware
if you want good looking clouds you should be ready to spend some $$

Enhanced skyscapes, Skymaxx Pro v5 and Ultra Weather XP are all amazing
I personally dont like enhanced skyscapes, looks cartoonish to me, but the rest two are great options
