1.General Provisions
1.1 in order to maintain the safety and order of the pilots Alliance Forum (hereinafter referred to as CFR), protect the rights and interests of the pilots, promote the development of the forum, and strictly control the discipline, these Provisions are hereby formulated.
1.2 in order to manage the joint flight activities, CFR sets up air traffic controllers (hereinafter referred to as controllers), which are managed by the air traffic control bureau and organized training and assessment.
1.3 all controllers who join the CFR and provide control services by connecting to the United flight server shall strictly abide by these regulations, which shall be under the full responsibility of the air traffic control authority of the flight crew Alliance (hereinafter referred to as the air traffic control authority).
1.4 the regulations shall be formally implemented from July 7, 2019.
2.Control license and control authority
2.1 the controller implements block management, and different login levels correspond to different control authorities when the server logs in. Control level is divided into T1, T2, T3, A1, A2, A3, C1, C2, C3, I1, I2, I3 .

2.2 TRN
Internship control refers to the use of control software (hereinafter referred to as radar) for unlicensed seat learning without control authority. The control trainee must be accompanied by the personnel of the same seat.
2.3 practice control (trn2)
Internship control refers to having control authority and being able to study independently on the seat.
2.4 formal control (ACT)
Formal control refers to the license that has passed the formal examination, has complete authority and can obtain other seats.
2.5 control of Teachers
Controlled instructor refers to the person who can conduct seat teaching and seat assessment (depending on the license). The qualification shall be issued by the head teacher of each control room. Trainee teachers need to complete the task of training students to become regular.
2.6 senior control teacher
Senior control teachers refer to those who can conduct full seat teaching and assessment, and those who have obtained full seat license can become senior teachers.
2.7 control officer instructor
The director of control instructor refers to the person who can conduct full seat teaching and assessment, and is responsible for the personnel management of the corresponding control room. The chief control officer shall be appointed by the director of air traffic control after being selected among the senior teachers.
3.Regulation of control seat3.1 when the controller uses the radar to log in the official position, he must simultaneously open the voice software and enter the corresponding channel to control the corresponding position. If the official seat is logged in but the voice software is not logged in, it is deemed as malicious hanging control time.
3.2 when conducting control, the controller shall take a serious attitude, use correct control terms, and shall not chat casually.
3.3 during control, the controller shall correctly fill in the radio frequency of the seat.
4.Assessment of controllers
4.1 all air traffic control personnel must join the air traffic control learning group, and the basic theory of control examination can be directly reported to the administrator in the group.
4.2 the basic theory of control examination is a computer-based examination, and the time interval of each examination shall not be less than 2 days.
4.3 the full score of the basic theory of control examination is 100, and 70 points are qualified.
4.4 the time limit of the basic theory examination is 40 minutes, and the system will automatically give the score. Students can ask the examiner to comment on the test paper. After passing the assessment, it has T1 level.
4.5 the level of internship control is determined by the instructor whether the trainee meets the requirements of independent internship and issues a license.
4.6 the transfer to regular control level shall meet the following conditions and pass the written answer (computer test) and practical assessment of theoretical knowledge of each seat.
T3: online time: 80 hours, online time of activity: 10 hours, number of activity participation: 10 times.
A3: Online duration: 120 hours, online duration of activities: 15 hours, number of activities: 15 times.
C3: Online duration: 120 hours, online duration of activities: 15 hours, number of activities: 15 times.
5.Granting of special rights5.1 if the real controller with the certificate recognized by the government of the people's Republic of China provides license information and is familiar with radar software, he can directly obtain the license corresponding to CFR.
5.2 if other forums or organizations have the same regulatory authority as CFR, they can apply for the same regulatory level.
